well the answer is yes, the dreamcast is region locked, anyway mods exists or region switchers. The easiest way anyway is to simply buy a gameshark or an xploder disc, i for example i had a pal dreamcast and booted everything with the xploder disc (altought my new dc seems to have a mod, still use the xploder disc anyway cause the mod seems to.. yes, you can play any region Dreamcast game on any region Dreamcast. even retail games! as far as i know there are not any games that can't be loaded on a Dreamcast from another region by using a boot disc. speaking of boot discs, you would need one to play retail games from the US on the JP console. unless you wanted to mod your console. as for CD-r, AKA backups, most have been region modded.

The region locking of old systems makes even less sense then present day Nintendo tbagging consumers on the Wiis and ridiculous 3DS, like hardly anyone even understood the opportunity of internet and the increased knowledge of importing during the Dreamcast and earlier times.. Is there a way to fix or does the Sega Dreamcast come region code locked and if so, what is the easiest way to unlock it to play USA title games? I don't want to go through all the hassle of returning it if there's a really simple 5-10 minute process to fix it.
